Cannot create elements from toolbox in project browser

I just found this new-ish feature in the release notes.

Apparently you can create a new item from the toolbox directly in the project browser. So no more need to create a diagram when using toolboxes, cool.

Unfortunately this doesn't work when you have the Require User Lock to Edit option enabled.
Bug report:

When the option Require User Lock to Edit is enabled, you can't create any items from the toolbox into the project browser. This is regardless of the lock status of the parent item.

Error message says:

Cannot create new element.
The parent item 'Organisation Contracts' is locked.

There always (<= V13.5) has been New Element in the project browser's top "menu" (what ever they designed it to look like; V13.5 hast those "three bars", formerly it had been icons).

Sure, but the new feature is cool as well. Too bad it doesn't work in our case.
