Cannot move element between diagrams

I am trying to move elements from a one diagram in one package, to another diagram in another package, using the Browser Window. Or from one diagram to another diagram within the same package.

I can press Ctrl and Drag and I get the small + while dragging, or I can right-click and choose Copy (or sometimes Cut).
But I can't drop the element on the other diagram. I only get a sound as response, no error message. I am using EA 15.1.

This may be a simple user handling mistake, but I can't find any solution in the Help.

Elements don't live on/in diagrams, but in packages or other elements.
If you want to move an element you have to move it to another package or element in the project browser.

If you simply want to show the element on a diagram you have to first open the diagram and then drag (or Ctrl-Drag to get options) to the opened diagram in the main view.

I had already moved it to the diagram where I wanted it to be, and dropping it on the package instead solved where it belonged.
