v15.2 – Can't reset arc endpoints on arc-to-arc arc

When you draw an arc from one vertex to another, you can select the arc and set the Source and Target.  When you do this for an arc that connects two other arcs (or, I guess, connects an arc to a vertex) you still get the option, but when you execute it, you get ProxyConnector to ProxyConnector.  This is as useful as the proverbial "T*ts on a bull"!

We need to be able to reconnect these arcs analogously to vertex-to-vertex arcs.
