User left company and now their packages are locked open

How can I break a user lock for packages that are locked open but the user is no longer with the company and their user login info has been removed? I would expect that the Admin would be able to do that, but as of yet I have not found any such admin functionality.  We are using EA v.14

The option "Manage Locks" allows you to clear all locks.

Now there's the rub.  When I do that, no Active locks display. But when I try to check the package out, I am told it is locked by the non-existent user.

Then the lock is in version control. You'll need to use whatever admin controls you have directly there.
