Persistent diagram lock

We have a lock that will not release on a diagram in our model. We are using file repository scheme. I am the administrator and I released ALL locks last night. Repaired, Compacted and Reset tables. But the lock persists. But does not appear in Manage Locks.

The original owner is gone, but still in the users and a/d to maintain model integrity.

What are my next steps to get this diagram unlocked?

Still offline, but IIRC there's a separate lock for diagrams (somewhere, don't ask me where exactly) which is independent of any security scheme.

Solution was easier than thought.

Solution:

1) Disable security
2) Delete offending package with children
3) re-enable security.
