v16 - New Group not available to Lock process until Restart!

We added a new Group to our list so we could lock a specific branch (Project Node down) to that group.  Unfortunately, the Group wasn't available to the <Context Menu> | Package Control > Lock Package... functionality until EA was restarted.  Even a File | Reload Project... did not bring the new group into play!  The New Group was, however, immediately available to the User Security functionality as soon as it was created.

Please rectify!
