Diagram layers

I am trying the diagram layer functionality, am I correct to assume that, in version 16.1, it is not possible to have the same diagram layer in more than 1 layer? If so, is this by design or an accident/bug?

Its by design...
You can't have one element in more as one layer.

Diagram Layers is intended to view the segments of a diagram to represent any concept that is the basis for separating or grouping the elements on that diagram.
It's not possible to share elements between layers and possible to add an element to a single layer.

Even the description on the user guide stated it should be used what you intended (it was to display phases), but apparently they altered it.

Diagram layers are also not usable in the Procloud applications (WebEA and Prolaborate) yet, so I do hope (when working as community would want it to work) it is one of the features being worked on in one of the next mayor releases.

I was trying to use layers to visually demonstrate the environment usages and transition activities for each phase/plateau in a programme. I have abandoned the idea but will try filters.
