Basic API request for zipped xml documents

In the release notes for EA11, a new "Basic API request for zipped xml documents" is mentioned.

2 questions:
1. Is the intention of this api to finally allow us to work with zipped XML files stored in the repository?
2. Where can I find documentation on it?  I check the documentation for the Repository Class and didn't see any obvious function for using it.
