I don't understand what a tagged value is.  I mean: How does a 'tagged value' differ from an attribute in a class element?

You use tags for setting "special" attributes.  You can use it along with code generation or to set varios notes (e.g. I store Resolution, DateDue, Responsible as tag with an Issue element,  for analysis objects I store the amount of paper produced per day in a tag attached to the object).

When you define attributes you are changing your model; when you define tagged values (and stereotypes and constraints) you are changing UML. 8)
