What is happening in the USe case Diagrames?

Whats actually happening at the use case diagrame?

Does it show the process in user's stand point or does it show what is actually happening in the system?

Nothing!

A Use Case diagram is only useful in showing relationships between actors, boundries, and use cases.  The details of each Use Case should be described in the Basic and Alternate Path scenarios.  (Often a separate document).
