How to set class visibility?

When exporting models to XMI, all packages and classes appear to get

<Foundation.Core.ModelElement.visibility xmi.value="private"/>

by default. How can I change these to public, on a
  * per element and
  * default
basis?
Can't find anything in the help pages or on the website.
