Floating license user denial

We have installed 10 floating licenses on a windows server, and have installed the client on the developers workstations.  When a user attempts to "check out" a license, he is denied.  The only way we can get the users access to the licenses is to give each user administrator privileges by assigning each user to the admin group.  We have given each user read, write and execute privileges, but that does not seem to help.  Any ideas?

Can the users change a file that is located on the share?
(without being administrator). Because that is what EA is doing when you checkout a license.

Not sure if  I understand how to answer your question since we really have not been able to use the tool yet.  We are beginning to think that the location of the keystore on the network.  We are still investigating, but have no systems administrator, so we are scrambling.
