Requirement Template

I need to make Requirement Template for a set of requirements (so same Taggs, Status, Phase, Version and so on.
We find too possible approaches. The first approach is using Settings-Template Package. The secon approach is using Converted Link Element to a Local Copy.
Are theese approach (both) appropriate for creating some Requirements Templates or are there any disadvantages for using in this way? Thank you.
