Line Width doesn't pick correct value

In the Format Tool (View|Toolbars>Format Tool, one can set the Font, Font Colour, Fill Colour, Border Colour and Border Width.
Unlike the Font Colour, Fill Colour and Border Colour which are set to the current effective value of the selected item the Border Width remains at 1.  If you want to set the local border width to 1 (assuming the selected item's border width is set to other than one, you have to change it and return.  This is inconsistent and interferes with the ability to render items in a flexible but consistent manner.
