EA stops responding

EA 7.5 and 8 against Oracle

When a user starts doing a large import, the database seems to be fully occupied.  Other users cannot do anything which needs the database - they get a 'could not connect' timeout.  When the big import is finished, processing returns to normal.

Have my IT guys gotten a setting wrong? Or is this an EA configuration thing?

Or maybe its a common-sense issue as in:
"Don't do large imports when other users are using the database!" ;D
