[Ctrl+Shift+V] does not apply to Package Elements

[Ctrl+Shift+V] is used to create new elements from existing - thereby saving time and providing consistency of ancillary input.  However, it does not seem to apply to Package Elements.

There's not even an error message to say it's not allowed - just a silent fail!

I can surmise why, but that shouldn't be the user's problem.
