RTF report generation crash

Hello! We are getting report generation crash on the elements with 10 and more references. EA says "encountered an improper argument". We've checked this on 9.0, 9.1 and 9.2 with same result

Is this a crash? or just an error.

You can get an error like this when a model document has no content, or the source package has been deleted
