General Board / Bug? Create component fails with "try again l

I've encountered a strange problem with EA 7.0 (Build 815) which is similar to this one

I'm working on a shared project with "Security Enabled" and "Require User Lock To Edit" both set. I've properly locked my diagram. Nevertheless I cannot create certain elements.
For instance, dragging a new "Component" element from the toolbox to my diagram fails with the error message "There was an error creating the requested object. Please try again later". Other elements however, can be created e.g. dragging a "Class", "Artifact" or "Object" element works perfectly.
This problem occurs since we've updated from EA version 6.x to 7.0. Any hints what might be wrong here?
