BUG: FK dialog doesn't initialize properly

When you open the <context Menu>|Foreign Keys... dialog on a data model diagram, the Referential Integrity group Checkboxes are not enabled.  You have to (secret handshake) select either of the two end lists to make then editable.  This needs to be rectified.

By the way, I seem to remember that the existence of either/both Checkboxes was governed, in part, by the database technology.  In the case of non-supplied database technology (such as using abstract ones like "Conceptual") both the Checkboxes need to be both visible and enabled.
