fragments in hyperlink URIs

I was expecting to be able to use hyperlinks to open an html file and scroll it to one of anchors/fragments. EA doesn't seem to like a hyperlink like "bothLogonXfer.htm#sendSignOn". There isn't an error message but it doesn't do anything when I execute the link.

Any ideas?
