Email notification on changes to requirements

Was wondering if EA has a feature / or has a tool / plugin which supports email based notification when a requirement is changed, this would be of great use when project is being run across geographical locations

Raquest which is add-on for EA has a feature in its help file:
"Mail Sending setting when Requirement has changed", have not tried it but is there.
