Upgrade Screen Layout specifications to v8

Upon upgrade to a new version where the screen layout entries are changed, EA should determine if there are any existing custom/user layouts defined for the existing version and attempt to upgrade them (on a “best fit” basis) to the new environment.

The user should be asked if they would like specific defined layouts upgraded (and possibly to rename them)
