When you use the EA Security with the "Require User lock to Edit" option disabled and give the Lock Elements permissions to users, I found the following "glitch":

With the admin account, I lock a model to a specific group (GroupA). This way users of GroupA can work on this model.
A GroupA user who has the Lock Elements permission can lock e.g. a diagram to himself/herself. I find this pretty cool so concurrency is possible within a group.
The issue I found is that this same user could change the lock to Full or No Lock -> from then any user with the Lock permission can change the lock on this element, diagram or package.

I think it would be useful to define one permission for each lock type : No Lock, Full Lock, User Lock, Group Lock.
So I'd give users of GroupA the User & Group lock so they cannot create or change a package with No Lock or Full Lock.
